Preheat oven to 350’. Line a 13x9x2 inch baking pan with foil and set aside.
In a large mixing bowl whisk together melted butter and brown sugar. Add eggs and whisk vigorously for 1 minute. In a separate bowl mix together white chocolate, flour and baking powder. Add flour mixture to egg mixture and stir to blend. Stir in stout, stirring just until blended. Pour into prepared pan, spreading evenly, and bake for about 20 minutes or until done. Set on wire rack to cool.
Prepare Ganache: In a large microwave safe bowl add chocolate chips, ½ cup stout and 3 TBSP. butter. Heat on high for 1 minute. Stir until smooth. Spread over bars. Sprinkle with smoked salt.
Refrigerate until chocolate is firm. Cut into bars and serve.
